@Clutch Dog , I also have a son that may do something similar, he is stationed at JBPHH with the Joint Intelligence Operations Center, - for sure.

We had two black lab-boxer mix pups (brothers) that we kept in our yard with an invisible fence. They were easy to train and obedient dogs (the type that if you put them on their mat and said stay, they would stay there all day) and took to the fence fine with training. They rarely set the beeps off never mind get shocked.

One day an interloper (a raccoon) got into the yard and one of them chased it. They were so focused on the catch that they ran through the fence, and being smart figured out that would work anytime they wanted with minimal pain.

The collars we used for them were the smaller ones that use watch type batteries. I upgraded to the ones that used a 9 volt battery.

Next time the dog decided to chase pry outside the yard, he took off, the beep went off, he continued running. When the shock hit he literally did a back flip like he had run into a solid wall, and resumed his never setting off the beep routine.

Being curious, I had tested the collar myself, in my hand. It felt about like a contact with a standard US outlet, where the smaller one felt more like an electric fence. I never actually measured them though, not sure what the real output is.
We found once they were trained on the fence, to disable the beeper out of the collar. Then they weren't so sure where the edge was. It kept them from just running across. We also used the bigger collars with the 9v and would replace the strap with a metal choke collar since they would chew the collars off each other.

I don't know if I remembered it wrong or if they changed the word in the acronym. I could swear that I can neither confirm nor deny the existence of either sensitive compartmentalized information facilities, or secure compartmentalized information facilities.

Where did you store the classified clay tablets when you were in?
