i will be cutting the cat off a 17+ header and welding a pipe in its place... then running e85 with the OFT tune.. the e85 will get rid of the smell

It will smell like E85, and is probable cause for being pulled over. Emissions tickets are a federal crime, not just California!

It's very black or white, if a car was legal or not. There is no "up to the judge" here, if you can prove your car was legal.

ANY smell, is "not normal", and is probable cause, even if to just give the driver a friendly notice that something may be wrong with the vehicle!

just curious since i never used e85 before, but which smell is worse (assuming gutted or catless headers with OEM everything else)? e85 or regular gasoline?

E85 is stronger IMO. the uninitiated might have no idea what it is though. the gas is going to be something they can recognize right away

E85 literally smells like alcohol behind the car.

No. That's all wrong. Please do your due diligence and do proper research on the laws, what they mean, and what actually changed.

Non-correctable only means fix-it tickets for violations to CVC 27150 and 27151 (exhaust sound volume) are no longer issued as it was before 2019. This was the only thing that changed in AB-1824. You would get issued a citation, and to fight the citation in court, you go to the state ref to get your exhaust sound volume measured in accordance with SAE J1169 to certify the volume is within 95 dB. Similar getting a speeding ticket, you get issued a citation, but you don't pay the fine if you can successfully fight the citation in court.

The fine for exhaust volume is $197 + $25 for admin (I think). State ref certification fee is $108, IIRC. Exhaust fines are nowhere near $1000 (or more) unless you get caught messing with emissions equipment or if you install whistle tips (they go woo-woo!).

I got pulled over for window tint by chp on the freeway one time, and he asked if I had been drinking because it smelled like alcohol. I was like nope, but my car runs on e-85. He said cool.

Gains are still great with just a header and stock exhaust. More HP with a catback -- yes... but the dip still gets eliminated with the header and gets a few more HP at the top end as well.

The key is header and tune. The rest of the exhaust makes very little difference
