Toyota in general doesn't do "orders." even if you want a specific model with specific features, the dealer takes that and waits to see if Toyota makes it and ships it to the US. The plants make what they want.

Pretty much my point, although they don't "make what they want" they "make what research tells them well sell and be most profitable".
