Should the car be on or running when I hook up the obd2 scanner?

Did a search and I can’t find the answer. Any help greatly appreciated.

I use either an Autel 319 or 519 OBD scanner. Both manuals say:

"CAUTION: Don’t connect or disconnect any test equipment with ignition on or engine running."

So my thought is, after I disco’d the battery to reset EVERYTHING yesterday, I’ll take it out for a spin tomorrow get it up to operating temps. Then I’ll turn the car off, connect the scanner, then put it in Run with out actually cranking it. That sound right?

if you disconnect the battery to reset everything, it resets all the system monitors as well. if you're attempting to chase a service engine light, some situations, that would clear the light.

don't disconnect the battery.
