You can use a surfactant on the mirror and the water will run off. That is how the anti-fog works, just know that if you wipe the mirror it will come off and stop working.

This may solve the fogging issue, but it's not going to give you a very good shave. Your hairs are easier to cut closer and with less irritation after a shower. I have struggled with this dilemma also and have found a solution that works for me; hit the mirror with a hairdryer for a few seconds before you shave.

Another solution: go to Japan.

Every hotel I stayed in, the bathroom mirror had a square that completely refused to fog up (every other part of the mirror did). It was amazing.
