I believe I read that the fog lights are grounded through the headlights, which is why they will only come on when your headlights are switched on. If I remember correctly, someone said you can just take the wire from the back of the switch and ground it, then the light will turn on and off with the button alone. Need to be cautious with this though, as you could accidentally leave your fogs on even after car is turned off and you have left to go about your business.
When I do night-time navigational rallies, I'd like to have my highbeams and my foglights on. I never use the foglights otherwise unless it is appropriate. Hopefully, that means I won't forget them on and kill a battery.

There is a fundamental flaw in that way of thinking.

High beams aren't about maximum light output, they're about throwing light further down range. Having fogs on flooding the foreground makes your pupils contract and hamper your visibility. Fogs throw light 30 feet in front of the car for low speed low visibility conditions, hauling butt down the road with the highs on, anything that you could see 30 feet in front of the car is too late.

The ideal way to use high beams is in conjunction with the radio screen turned off and the dash dimmer way down to draw out the visual range to the absolute maximum.
