High beams aren't about maximum light output, they're about throwing light further down range. Having fogs on flooding the foreground makes your pupils contract and hamper your visibility. Fogs throw light 30 feet in front of the car for low speed low visibility conditions, hauling butt down the road with the highs on, anything that you could see 30 feet in front of the car is too late. The ideal way to use high beams is in conjunction with the radio screen turned off and the dash dimmer way down to draw out the visual range to the absolute maximum. |
