You give them a way to give out tickets easily and they will make sure they are given out. Just like the OP here was worried about, all they have to do is say you did it and then ticket with no argument. We know how
our government treats a situation where they have more control than they should have. Ask all those people who are victims of unfair civil forfeiture for how trustworthy law enforcement can be.

We should all be able to do whatever we want when we want! Look how well that works for countries with no firm governments. I understand that the police in Somalia don't ticket for anything.

Since you edited your first post, the short answer is yes, you need to be pulled over to get a ticket for distracted driving.
