can toyota dealership dealerships mark up the scion?

so I was going to pick up the scion fr-s this weekend with the pioneer bespoke add on. I was told it would be 25,xxx cant remember the exact number. but apparently they decided to make it 26,xxx without even adding anything on to it.
isn't it against toyota policy to mark up the price of their vehicles without any add on?

dont remember the exact prices but it was going to be a 1300$ mark up

also if they cant do that who do i call to complain?

is it ilegal though? if its unethical id understand that the slimey dealers would do that. but if its not allowed id like to complain to someone

ive already had so much problems with this dealer... i want to just go there and flip a bitch at him. if i can get the price back to normal im going to try to switch dealers when i get the car, just to take away his commission from him.

I have only ever heard this term used to describe doing a u-turn, made it seem like you just wanted to drive there and turn around and go home, which seems to me like it would do you more harm than the dealer....

in all seriousness, call and complain to scion or toyota HQ if you feel the need, but either way I would wait and buy from a different dealership, you wont want to deal with them if this is how they act, let alone support them if this is how they treat any customers.

I believe dealers are allowed to set their own pricing.
Pure price = you pay what you see on dealers' sticker.

Legally, Toyota/Scion can't force a dealer to sell a car for a certain price. Dealers have fought hard for the right to control pricing themselves and it's the reason the FIAT owned dealership in LA (and the new Tesla owned "stores") have faced legal action from NADA.

That being said, in order to get a Scion dealership the dealer had to agree to a gentleman's agreement with Toyota that they wouldn't mark up car prices. Contacting the Toyota/Scion regional manager may help. But it may not.

Did the initial price they give you include shipping/dock fees?

I could see a OEM with bespoke + dealer fees being $26K.

OEM + Bespoke is $25,830 + User fees of roughly $705 = $26,535

Plus you have Registration Fee and Administrative Fee to include.

The one I ordered in NC had

User Fee: $790.74
Registration: $74.00
Administrative: $399.00
