only illegal if you get caught. unless you've got a sniffer test in addition to the visual, i don't see why removing the primary and keeping a secondary is a huge risk law-wise. how many general inspection stations know these cars come with 2 cats? of those, how many are going to go through the trouble of remove the 16 or so bolts/clips to remove the under-tray and actually check when they can already see one cat in clear view about 18 inches downstream on the exhaust?

You should have a tune with headers. Tuner will disable CEL. Where I live all that's needed for emissions is an ODBII check, which will fail only if there's a CEL or readiness problem.

I for one do not want to run even a remote chance of making my insurance null and void. Hence all my modifications, including exhaust, will be have Engineer's Certificate where necessary and be seen by the local Motor Vehicle (government) crowd.
I appreciate the probability of getting caught is small but it is not worth the potential trouble. No one plans on having accidents or getting caught but in my view it is better to have everything right and not get caught than to have something f**k you financially if you do. This is just my view. |

Aren't sniffer tests going away 1/2013 anyway? (USA, that is).
My understanding is that the visual will get more detailed (we'll see) and they'll go off of the OBDII readiness check. I believe disabling codes can generate a non-ready state. At least, that's what I recall reading about in my RomRaider research back in the day. Feel free to correct me if I'm wrong.

^^ Ontario (Canada, not Cali) is dropping the sniffer test for 2012 as well for all OBDII cars. No CEL or stored codes and you're good to go. Anything older still gets the same old sniffer test.
I'm not sure about in the US, but for me I'm emissions exempt until the car is 7 years old. I'm not sure how old it has to be before it requires a test for re-sale though.
