Ummmmm you do know that they will not "zap" themselves with the current from a car battery right?

You would just get a hot section of rail until:
The battery discharges
Or
The terminals and/or leads melt off
Or
The battery explodes

Now, there are things you could do....

You need a 120 volt inverter. 12 V is not enough. Or you could go all out and use a transformer after the inverter to raise the voltage into the thousands of volts. However, you'll also need a current limiter or you'll toast the inverter, the transformer, and/or the battery. Best to avoid the lawsuits and criminal charges anyway...

Or a nice capacitor. Would only get one shot at it but can give a nice jolt without killing anybody (well a healthy person at any rate).

Yep, that'll work. The capacitor inside a disposable camera (film -- what's that?) works exceptionally well.

I repair vacuum tube gear as a hobby; at one point I was working on an old Dynaco ST70 and forgot to allow the power capacitor to discharge first. Stuck my hand in there and BAM! I took about 400 volts. It literally knocked me on my butt. Hurt too.
