You can't order this rear bumper. It came on special edition 86's in Japan and the only way you can get it is through auctions in Japan if they ever come up.

OK, but if I had a 14R and I live in Japan and break my bumper, I'd need for a replacement... I'll probably go again in Japan, so I could buy it...

They still won't let you get one unless you own one. Believe me, there's people here who have tried, even with good contacts...

The only way is to get a used one if you are lucky.
