Service bulletins are not recalls. Generally the way it works is you complain about issue and they will verify the issue and refer to service bulletin for repair procedure. If you go in and say hey there is a service bulletin I want this, they won't do it. We are lucky we have the internet and easy access to service bulletins because in my experience dealers are very secretive about them for some reason.
Actually, you can go in there and say you want this if you are willing to pay for it they have no reason not to do it.

The reason why dealers are secretive about this is because this is supposed to be a fix for some problems that may pop up over the normal course of vehicle ownership. The last thing they want is for owners coming in with some service bulletin that the found on the internet, waving it in front of their service advisors demanding a fix when the problem hasn't manifested itself yet.

SB are meant to be updates to vehicle repair procedures offered from the factory, nothing more. People on the internet read way more than what it should be.

So to be clear, if you have a 2016 or newer with less than 36k this repair should be done at no cost to the owner?

As long as the issue is present.

Good for us and bad for them. The bumper problem is a fact and can happen EASILY even without removing it. It is just sad that we had to wait about 6 years until the manufacturer recognised it and issued a TSB. I had the bumper gap problem for at least 3 years and if this document was available before my car would be fixed within warranty. Instead I had to wait and now I'll pay for the fix myself.

If you had a problem with bumper under the base warranty it should have been fixed. Maybe that means a new bumper? Fender? Whatever inside the bumper fails?

The bulletin provides a part and procedure to perform a repair without replacing parts.

If you’re under warranty it should be fixed. Sometimes there’s an easy way (with or without a published bulletin). Sometimes it’s the hard way.

Also, generally the tech isn’t paid any diagnosis time for a repair under a bulletin (unless the bulletin lays out a diagnostic plan, they love flow charts). The techs keep up with bulletins, and there’s usually a quick way to search for them.

Say a car comes in with xy complaint. I can spend an hour figuring it out, determine what parts are needed, then get it fixed. If there’s a bulletin, the repair and parts will be known, no (or very litttle) diag required.

It was difficult to claim a warranty for a bumper issue before this TSB. The first thing manufacturer would contend would be that the bumper was touched by another car. In other cases where the bumper was already removed, things would be even more complex causing even a void of warranty. In general, I am not aware of many people here that managed to fix this under warranty. On the contrary there are numerous posts trying to fix it using aftermarket solutions, custom solutions, some changed OEM mounting brackets (without much success) and so on. For me it was just a small cosmetic issue and without much of importance, but for sure a thing that should be addressed by a reputable manufacturer. A TSB means at least an admittance of the problem and from now on an easier procedure to claim a fix under warranty!

It won't be available in the online catalogs. It 'll be used only as part of the TSB.

Which means you could probably order them through the dealership themselves. Probably isn't an actual Subaru/Toyota part.

How many pieces do you need exactly? I see that you ordered 4. Just want to confirm.

It also looks like they haven't listed the affected VINs in the service bulletin.

Does your car not have this issue? It is my understanding that EVERY Twin will eventually deal with this.
