Get it on video. Talk to him about it with your phone out and the video camera on. Don't make it obvious that you're recording him, be subtle. Then take that to the cops.

Dudes a bully, he's trying to get a reaction. I think a decent 100-200 cam with motion sensor would be the best bet. I duno what it's like Down there but beating the shit out of him could end up a whole lot worse. If your comfortable fighting then trick his dumbass into starting the fight. I find calling guys little girls and princess usually ends up in throwing hands after a few days.
