They look like dive planes. If so, they're to add front downforce, which this car could use, since it generates lift at speed. These would improve stability, but probably only noticeable north of 100 mph.

They're called canards or dive planes.

Are you referring to the canards or the fender extensions? You can find both on japanparts, and probably a number of other sites - http://www.japanparts.com/db/parts_d...&SEARCH_page=6

If you're interested in the canards, I would just do a google search since there are a number of them made by various companies. GL!


Edit: edited since it wasn't clear to me which part OP was looking for.
