What I mean is you can sort of tell if an exhaust looks like it may have come from the factory or not. Even on cars your not familiar with, its about the fit and finish and how it looks with the car. Some exhausts look super ricey/aftermarket and its obvious, but some look so well suited to the car and the finish is so good it just has an OEM feel.

Yes i still have cats and did then too, now it is just no muffler, no resonator and has a dual single exit blast pipe tip (its pretty f***ing loud)

I have had a lot of stupid exhaust setups just for fun and surprisingly had very little issues with authorities for it, only that one actually *knock on wood*. for a few months i had a 2 1/2ish foot boso pipe that went up to my tail light, i have had several blast pipe style tips, and the resonated tip.

The way it's written, noise ticket is entirely up to the discretion of the officer. Appearance won't matter, they won't pay any attention if your car doesn't smell (cats) or sound particularly noisy (muffler.) As tcoat said, our laws concerning this stuff are almost exactly the same and enforced similarly too and it will depend on which officer sees you that day.

Lately, (MTO and MOE) officers have been doing blitz' a few times a month where they setup a check point and pull over literally anything that they think might not be 100% stock and will pull plates from any car that they think might be modified. You need to get a new safety standards and emissions test and order new license plates before you can drive your car on the road again.

One guy on my local Subaru FB group has a brand new, 2019 WRX STI he just bought and they pulled him over, gave him a ticket for illegal modifications because he "looks modified" according to the ticket and took his plates. He was able to get the ticket thrown out (because he could easily prove the car was stock) but he still had to pay out of pocket to get the vehicle certified again.

Of course, another member of the same group with a hawkeye WRX was caught in the exact same blitz on the same day. He is heavily modified, coilovers, aftermarket wheels, upgraded turbo and tune and full exhaust and was given a warning about the exhaust noise and sent on his way. Of course, the real difference is that he didn't get the same officer.

This bulletin is hella old, but may be pertinent as the sections haven't changed really since then. It seems like "you can't modify your exhaust" is a misapplication of the law.

Unusual refers to a sound the normally doesn't come from a car (ie whistle tips). Adequate refers to muffler that reduces excessive sound, which is still slightly vague but if 95db wasn't the limit then idk why CVC 27151 even exists.
