Very true. Used to be more of an IT responsibility but over time, with the increased use in hotspots, cellular, personal devices, etc, it has moved to be more of a local management issue.

It's the same thing we saw with telephones. At one point, people monitored phone usage at the IT level to keep costs down, etc. Once cell phones became common, business managers had to start doing their job monitoring productivity and stop depending on IT to do it.

Also as Internet bandwidth became less expensive, we no longer need to police who is streaming what. You can get a GB business class cable link for substantially less than an old T1 or DS3 one. So long as you don't need COS, it is perfectly usable.

That being said, if management wants a report of web history we can still produce it (depending upon which country makes the request).

So what is it that IT does since 90% of your job became obsolete?

This is the true cost and nature of the ban.

Really wasn't 90% of our job, but was almost 100% of the crap portion of the job (playing nanny). Now we are back to explaining the important stuff to users. You know like that the "any" key is just another name for the space bar, and that is why its not labeled on your keyboard.
