Is it safe to assume this will need a cut-out of the fog light area (for either FRS/BRZ)?

There is plenty of air flow through the front grill that you will not need to cut the fog light area out.

Yes it will fit both kits.

Can this be located anywhere else besides there?
What helped u decide that was the best location?

There is not much room when you are fitting a 19 row cooler in the front.

We chose this location because

A) it does not block the radiator or intercooler surface.

B) it allows for maximum airflow without cutting the bumper (you have to see it in person)

C) it protects the cooler from rocks and other objects from getting a direct shot at it.
