245/35/18 is what you should look for
Is this from a functional or aesthetic standpoint? Cause I don't want stretch but at the same time would like to avoid the other end of the spectrum and not have meaty tires.

Unfortunately the wheels I'm looking to get are only available as 18x8 and 18x9.5. http://www.nicheroadwheels.com/targa-m130-w-5335.htm And I'd like to have wider than 8 in the rear.

Both. Check my carjournal (link in my signature) which shows those dimensions (well its on 8.75" wheels but thats ot relly making a noticable difference from an 8.5" wheel)

225/235 are rather streeched, 245 are normal, 255/265 are meaty on a 8.5"

Understandable. Just make sure the face of the 8" and 9.5" are both ok for you, because normaly a 8" has no concave face, and a 9.5" has

What’s the most appropriate tire size (aka not illest stretch brah) my friend can fit on 17x9 +35 RPF1's with a 1-1.5 inch drop? Not sure what suspension he’s buying nor when he’s buying new tires, I’m buying the wheels as a surprise/goodbye/thank you gift. He’s definitely not going to stretch the stock tires (crashed a car in the rain before), so I figured I’d ask in case what I’m looking at isn’t ideal.

Need to place the order by 3pm PST or I'm going to have to ship to their new place, which isn't ideal.

Evo.X: do you know if he is from those that value looks over function and has shown interest in fitting widest wheels he can? Maybe wheels of more reasonable width x7-x7.5-x8 might be better choice, if stock tires are mentioned?

245/40 best choice.
255/40 might rub rear bumper tab on big dips.

Or better yet, I'll just ask: what do you guys think I should get to be flush front and rear at a 1-1.5 drop. He'll just have to buy tires that fit the wheel after.

17x8.5 +30/+35 are what I've kinda narrowed it down to.
I have been very happy with my 17x9 +35 wheel + 245/40/17 set up. will be fine with a 1" drop on either springs or coilovers, but it will definitely need some camber dialed in (which nets a positive benefit).

A lot of folks on the forums do run 18s, but I would prefer to stick to 17s (preference in looks/tire sidewall look, tires slightly cheaper as well).

I believe the rpf1s will present clearance issues if you ever want to run a BBK so that may be a consideration. a widely popular option that comes in 17x9+35 (among other sizes that fit would fit well) and will not cost an arm and a leg are the wedssport tc105n wheels
