Toyota is also issuing the recall in Canada.
I put in my VIN # on their recall page and it shows up as affected.

They also provide the attached notification.

They aren't. Mine is #274 (at least for the US Scion VINs) and its on the list.

Well, remember that's the number that have been reported, which is likely through warranty work I would guess. If someone had the issue and had a 3rd party shop fix it for whatever reason (boosted, out of warranty, distrust of dealerships) it would not necessarily have been reported to Subaru to be in the count.

If yours is 00274, then it's NOT on the list. the range runs from 02002-10144. They excluded the first 2002 cars for some reason.

I only checked the federal site, and it does show up there. I'll verify through the Toyota site.

Yup, I'm on the list. I at least have some confidence in my dealer due to the fact that I had the spark plugs replaced at the appropriate interval, and they had to lift the engine to get to them that time as well. So, in theory, they at least have that practice on my car, and its worked just fine since then (I'm almost at 80k and out of warranty at this point).

Believe the reports from NHTSA or Toyota/Subaru over the news.

See the thing is for North American models MY14 manufacturing started in August 2013 (my car is 08/13 Chassis "B") and JDM MY14 manufacturing started September 2013.

In Japan the first MY is from March 2012 to September 2013, classified as Chassis "A".

My VIN is #600817 so I'm not sure if I'm part of the recall (hopefully not).

Even if the number was 2, 3 or even 10 times higher it is still a very tiny percentage. My guess is that the quality people tested a bunch and found that batch is more likely to break not necessarily that they have or will break. That risk is obviously high enough for them to lose millions on though.

Good points, all around, and yeah you are probably right on the QC check that resulted in the recall.

In the end, I'll wait until I get the recall notice and then decide. With almost 140K miles on the car, I'm not too worried about it, but I'm also not dealer adverse as some folks are, so it doesn't bother me to have the work done.

Let's keep in mind that the FRS/BRZs compose less than 20% of this total recall. The Forester, Outback and Impreza numbers are officially stated as around 320,000 with some of the press pushing it as far as a possible million. The production dates for all of these may fit in a range but the actual issue could vary from model to model.
