High beam draws more current than low beam

Here's something peculiar. I was looking at the tech manuals 86 2017 and noticed that the the high beams uses more current than the low beam. If it's a device blocking the beam that uses 5 watts that would explain it.

Tech Manual

High Beam/Low Beam Headlight

34/29 watts.

You need to buy the specific switch and harness specifically for your car. Ok ne set is for illumination and 1 is for the fogs if I remember right.

Yes. You will need to repin a few of the wires. And the electronic lever won’t work. But it’s not that hard!

So for the full break down I took this fully wired set of fog lights out of my friends frs and began putting it into mine. He kept his switch and I got a auto zone 3 prong toggle. The green plug for the original switch had 4 wires. I cut back to where the splice was made to split from one power wire to two wires and the put fork connectors on the ground(black), power in(red), and power out (yellow). The three prong says power at bottom, load middle and ground top. I tapped the power for that wire off my tails/turns so if they aren't on the fogs wont come on plus I'll get a ding if I leave them on. The problem begins when i turn on power for the running lights/ turns/tails and the flick the fog switch. Instant fuse pop. I've gone over YouTube and I did everything right the only issue that could be wrong is the way the internal of the switch works for the fogs. Anyone have any ideas what else it could be?

I removed the ground and now I get the led on the switch but nothing to the fogs. Oh and then I found an issue. I have a bare wire touching metal. So i fixed that but still no lights.......

Upgrading the relay harness. If that doesn't work then I have to check each individual wire for continuity.

you could just run a very basic stand alone harness. and leave stock wiring alone.

The old harness is outdated and finding relays for it is a pain as told to me by friends. So I got a modern relay attachment. I'm going to pin it and see what I get. If no lights then I'll tone all the wires
