OK, plan B - expanded on. What I mean by a warm place is any heated garage (like the local muffler shop, quick lub, auto shop, tire shop,). Make a deal with the manager/owner to park your car there overnight for a fee.

Plan C. If you have a garage/barn, but it's not heated, park your car, carefully place your space heater underneath (near) the car, place an old electric over the car and plug it in. Let it cook for 24 hours.

Plan D. Bubba's plan. Place a old fashioned 100+ watt light bulb under the rear end of the car, cover the car with blankets (Bubba didn't have an electric blanket) and simmer for 25 hours.

Plan E. Just place a piece of black electrical tape over the dash light and deal with it come spring thaw.

With OFT, you can load up a tune you've customized to disable the CEL. Or, keep the gas level between 3\4 and 1\4 and the car won't run the EVAP system test. PITA but it's a work around.

Or just say screw it and delete the EVAP system and disable the CEL. But then you might run into state inspection issues.

Quick update: The weather is better now, and the MIL DID in fact turn off on it's own, and it's stayed off for some time now. I did have to unhook the evap vent hose inside the wheel arch and hold it near the ground to let the water drain out. But ever since... it's all good. I've put a sort of custom-designed vented plug on it (3d-printed) to stop further water or snow intrusion, we'll see how well that works.
