And I think you could. Stability control and traction control can be run by the ABS system. In my mind "fully mechanical" means: no active differentials, no adaptive suspension, no automatic transmission, no drive by wire throttle (or brake) and finally no electronic power steering.

I'm kind of surprised someone hasn't tried to do this yet.
At least in aviation there have been a few attempts to build a fullsize rubber band powered airplane I know of 3, the "Rubber Bandit" that Dave Barry (the Miami Herald humor columist) did an article on at one point The RB-1 which was a converted ultralight that flew about 300ft. And one built by an artist that attempted to fly at the Top Gear track at one point. Anyone that's ever wound up a rubberband toy airplane can tell from the video that was not going to fly!
