The Canadian ones come with the OEM flaps as standard equipment. The stock ones do a very very good job of protecting the sides of the car.

Weird thing is my 2018 never came with any and was given rally armor ones.

Later models don't have these holes. They have a dimple as a guide to drill the hole. From what I remember when i installed mine there is nothing behind the holes. The mudflap kit came with metal clips to slide over the hole for the screws to grab.
