Thanks, Mike. Just as I thought. Regarding removing restriction, wouldn't high-flow cats be much less restrictive than stock cats? So if I wanted to keep at least one HFC in the exhaust system, would it be better to get catted header or catted front pipe?

Regarding a retune, I know I will need one, so I am planning on just getting the JRSC tuner kit and not the CARB version since I will need a custom tune anyway.

Naver's registration process sucks. But you can still register as a foreigner, I believe.

You want to remove the restriction closest to the engine for the most gains.

Basically, get catless headers and replace fp cat with a high flow one (or go catless there as well if you spouse/significant other or you doesn't mind gasoline stink). You CAN run it without a tune, but you will only see minimal gains. You need the retune to take advantage of the extra power now available to you by removing the restrictions.

It has a lot to do with exhaust scavenging/header collector design and as little pressure as possible near the exhaust valves.

If we're talking continuous flow, then you are correct, as fluid is fluid whether it's liquid or air. However, the engine delivers exhaust in pulses, as the exhaust valves open and close. Also, exhaust gasses cool (and thus slow as well) as they get farther from the heat source (engine exhaust ports). A restriction in the area where they're faster and hotter tends to create more turbulence and slow the gasses when they should be moving fast.

Think of how lane restrictions slow traffic on roads. Where is a single lane restriction more disruptive to smooth traffic flow? When normal flow is faster (like on a freeway) or slower (like on the street)?

If you're driving hard and/or redlining, there's a high probability you'll kick the car into limp mode with the Jackson Racing CARB tune.
@SirBrass is correct; always get a tune/retune to get the most out of the parts you're putting on the car.
