Most likely although odd that it would have to be taken down to be backed up. The important data is likely in a database which should allow for online backups. Regardless, there isn't much of any other reason for the twice daily down times.

Forums were down as I was working on my car. Couldn't look up information or torque specs.

My SOP for downtime on any website:
Attempt to log on If unable to log on talk to freinds, work on car, clean stuff, google news, science, weather and other stuff (my favorite) or watch a movie etc. etc. Rinse and repeat If all else fails.....meh, we built cars and bikes before the interwebs. If that doesn't work I've attached a helpful link http://hmpg.net/
