Batteries loose more of there power to hold a deep charge each time they are near complete discharge
Low on fluid removes acid contact with the plates
Cristal is lead sulfate and will not go back into solution with a charge alone
Some high end chargers have a de-sulfating setting, high frequency over pulsed charge
All maintainers are not equal and some will (like low amp chargers) cause the water to "boil" away.
Skip the trouble of trying to get a near dead battery to hold a charge and just get a new one

I found more clues and I bet the news was making a big deal out of a pilot's bumbled verbal response. Depends on whether or not the pilot throttled up on the taxiway. Also, correction: it happened yesterday.
