So you didn't prepare the surfaces by removing paint? Did you remove the oil at least? Did you use a shielding gas on the inside of the pan? Considering the pan isn't structural and doesn't see high forces or pressures, you might be fine. Pics of the inside of the pan?

I would just be concerned with porosity on an oil container, but like I said, there is minimal risk of weld fracture from load, pressure, heat cycles, etc, so I’m sure your pressure test will work out.

So will you pass inspection if you get it working with the stock ecu? Or are you just track only these days? NC sucks for engine swaps on newer cars.

Giving up VTEC? I can't imagine the stock BRZ ECU can handle swapping cam profiles.

Just use a vtec killer setup. Then you're always in vtec
