How about making it multipart, so that you can experiment with overall stack height to tune it for wished rpm range performance?

It is possible
All the parts are individually built the RPM and cam I want to run require very short runners

Graphite or sand cast them and make a side business. Laser the flanges and weld them.

Those flutes/runners machined are going to be expensive as hell though for a one off. I would guess several grand in my ME experience, depends how fast you need them. Emachineshop is a good place for cheaper machining. If you use protolabs or rapid machining going to be $$$.

If he 3d prints them, he can use the lost pla method and cast them with an aluminum/copper composite. Cheaper than having them one off machined.

You can find a demo of how to do the lost pla method on youtube.

Make sure your throttle linkage and cable mounting is properly designed too. I'm sure you will considering how great everything else looks. I've designed a really crappy throttle before and it all came down to the linkage and the cable mounting causing a real non-linear throttle position response that made it pretty unpredictable. Having good adjustable throttle stops (zero and full throttle) and provisions for idle control will make tuning easier too!
