That's a different unit. Liters per 100 km.

The spec sheet lists km per liters. Very different. It's like miles per gallon vs gallons per mile.

None of us know yet. Will have to wait until 30th unless Subaru info is leaked.

Your eyes deceive you, it definitely says 12.4(12.4) and 13.0(12.8) l/km on the panel where fuel consumption is listed.
