Corrected for you.

Even a relatively small turbo will be flow enough air to blow the engine to pieces with a bad tune or too much boost.

What you should be looking at is what your REALISTIC hp goal is, and what else you want to do with the car (ie if you're tracking it, how you're going to keep everything cool), then look for a kit and tuner (and engine builder if you want more power than the stock block can handle) to fit your needs. You also need to figure out what your budget is, and how all the pieces fit into that.

To many variables to answer this question correctly. Most of the kits out there (Us, FullBLown, Ptuning, JDL etc.) have turbo options big enough for 700+whp if you really wanted to. Will the stock block take that? No. Will the clutch, cooling system, drivetrain take that? No. Are you looking for the "highest horsepower" out of the box? Stock fuel system? Like others have mentioned. A lot of that will be determined by the quality of tune.
