the frs launched in the U.S. under Scion (and Subaru obviously is their own) due to marketing support within the big picture of the Toyota Motor Co globally. There are MANY different departments that must come together with a game plan before launching a new model. As much as you want to think it is, it's not as simple as "this car is cooler with this brand so that's that. done." there are budgets that need to be accounted for and shared by a bunch of different inter-department teams, and a strategy time line that goes beyond just the initial launch.

and no, this isn't just my fancy guess. during the time the FRS launched, i asked multiple friends and former clients within Toyota why they didnt just make it a Toyota instead of Scion. what reason did they have to tell me the truth? because my work was doing advertising and marketing for Toyota vehicle launches (just Toyota, not Scion or Lexus).
