Do they make 18x8.5 +35 and 18x9.5 +38 ( or around those offsets ) in black in 5x100?

the widest 18" is 8". If you want bigger you need to group buy them.

has this been discussed but isn't it possible to use a conversion plate to go from 5X100 to 5X114.3

^^ It is, but they're pretty thick and the wheel offset needs to be adjusted so you aren't poking by a bunch with the adapter in place.
