could my EBCS be hooked up in a way to cause a vacuum leak? if I remember correctly, the EVAP solenoid is now disconnected and my EBCS is plugged into the plug that the EVAP was once plugged into, also the hose coming from the intake manifold is then plugged into the EBCS. its a three port so one is vented to atmosphere I think. how do I check my MAF? Did you preform a leak-down test on the motor before it was installed? If so what was the %?

That's fairly normal before the valves and rings seat, i would run the car for a bit and give it a chance to seal up. Let the motor cool and get the number. if those are your numbers after already doing that then its a different story. generally motors we build are 1-2% leak-down while on the engine stand and that drops to 1 or less once the motor is ran.

Looks like we are gonna be pulling the motor :-( @FRS Justin @GsxrMe @Yoda @Moto-Phil
My mechanic thinks maybe the rings could have been cut to wide possibly, so he said he will get the rings and replace them. We have no vacuum leak, we have back check everything possible. We did the compression test and came up with this Piston 1 - 95 Piston 2 - 90 Piston 3 - 98 Piston 4 - 93 Even though I'm running 9:0:1 compression I shouldn't be seeing such low results

Did you do the compression test on a warm engine with the throttle held wide open? 90psi is barely enough compression too fire off. If your rings were leaking down you would've seen that in the leak down test. Is there a lot of crank case pressure? Is it pushing coolant at all?

I have in the Radium DUAL catch can set up, which are vented to atmosphere. it has not pushed any coolant out what so ever. ive been suggested that it would either be bent valves ( when engine wasn't timed correctly first) or maybe rings ground to much. :-( I appreciate your help

Put my foot flat on the throttle and swung the engine a few revolutions with starter
We did not run the engine and warm it up before doing so

Take the intake pipe off and hold the throttle open and try again. Make sure you take all the spark plugs out to save your battery.
