That is a total hack job - I doubt PDR since it is clear whoever did it did not have a decent drill.

Definitely not factory.

Plug it and forget it...

Any home center will have a plug that should fit it (they are for electrical knock outs). Throw a bead of silicone around it before you shove it in and all is good.

Damn. Someone did a hack job on that. Put something over the exposed area and plug it like tcoat said

by chance do you know if your car had some paintless dent repair done on the door panel? I know they will sometimes drill a hole so they can push dents out but that is a really crappy job if they couldn't even fill it up...I had this done one time on my first FRS when it had a dent on the trunk but my guy put some sealant and plugged it up afterwards.

When I had a door ding taken out of my passenger side door, my buddy did not need to drill any holes. He went in from the top through the window channel.

Different ding. Different PDR guy. Different need. Whoever did that one must have had to get one of the heavy duty tools in there to drill a hole that big. It does beg the question as to why they didn't just pull the door panel if it was that large a job though. Just lazy and took the "easier" route maybe.

Perhaps prior owner smuggled items in there? I'd be curious to see if anything is odd behind the interior panel? May want to look to play it safe...
