Correct. It use to be an all in one unit where the car was in the header. Now it's separate and the cost has gone up significantly.

Yes catted= carb legal.
Ft86speedfactory YouTube channel has a DIY.
Removing the 02 sensor from the stock header to the new header.

I'm going to say no, it is not CARB legal for that general statement as it is not an OE cat.

I don't think it's carb legal even if it has a cat, at least not in CA.
