CARB legal headers?

I was under the impression that it was virtually impossible to install headers on a car in California (did it in a '85 mustang years ago but I didn't know any better But that doesn't seem to be the case reading this:

That article is a few years old. If there was one that could be it would have to have a cat built into it. Unfortunately as of 2009 high flow cats are all considered for off road use only.

Move out of... wait, what? The way house prices are, it's not out of the question. I took a quiz on which cities across the US I might like:

No chance right now from what I understand.

But it sounds like its possible in the future if a company could theoretically get both an aftermarket CAT + header both approved. Which would be costly and I'm not sure how much gains it would provide.

I could see there being a market for a CARB approved UEL header. I'm pretty sure cars are allowed approved aftermarket cats after a few years assuming the company has gotten it CARB approved. Chances are slim for at least a few years though (if at all).

This is all based on theory from what I understand about the aftermarket cat law though...

I'll agree with most of that. There a few places in Texas that should be on the list, but I don't think Texas weather can match SF bay area weather. Our weather for the most part is really good.

Yeah, I'd love a coastal climate/view. That's what Texas lacks for sure. Overall the temperature is pretty nice in SF. Definitely will be visiting.

I believe anything that removes/replaces an OEM cat on a car less then 10 years old is a violation of EPA regulations. That said there are plenty of places where you can get away with it because there is no process to check.

Regardless of CARB legal, what clears smog tests? Not a visual. Will going without the precat on the header fail emissions? If so or not, is it dependent on a tune too? Would a header with a high flow cat pass California emission standards?
