Sellers charging buyers paypal fees

I couldn't find anything on it. I searched over and over, so if it has already been talked about, I apologize.

After going through a couple pages of member classifieds, I found that some people were charging the buyers the paypal fees, even though it is clearly states on paypal that it is against the rules:

"4.6 No Surcharges. You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions."

I've also seen people asking to paypal as a gift, which leave the buyer without any paypal protection at all and can easily be scammed.

I'm not trying to nitpick and be "that guy", but if you are selling something, as the seller, you should have to pay the fee, not the other way around. And making sure that members are getting scammed.

Are there any selling rules or restrictions when it comes to things like this?

Good luck with that. If it became a 'rule' on the site, then sellers would just incorporate the cost in the total price.

I suppose the seller should accept the low ball offer AND absorb the 3% Paypal charges the seller. Nobody is getting scammed when both parties agree to the terms of the transaction. Nobdy is forcing anyone to buy the product.

Exactly. It's a PayPal problem, let PayPal deal with it. Why try to $%&* on the forum?

I really dont get how paypal works considering that i never had to use it.

Kidding aside, Paypal is just a convenient way to go because so many people use it. It's nothing special. Some of our customers send us paper checks the old fashion way. Whatever works!

yeah! and like any private business, paypal need to do money to operates. nobody give services for free!

i dont really care if that fee is charged within the price i paid for an item... if I agree to pay that price in the first time!

People can charge what they want. Lots of people charge more to cover credit card fees, a paypal fee is the same thing. Not only that, but lots of people as for a best price shipped on an item. Well if you are negotiating a price, then there is definitely no issue in including a credit or paypal fee in the price. Either way it is just part of the margin.
