Yep. Snow tires and 70+ degrees lead to several inadvertent rubber burning incidents for me.

If it's on recirculation, it could be shoddy plastic burning from the concentrated heat, could also be mildew burning due to the aircon being used on recirculation too often, only ever turn on recirculation if there's a bad smell outside.

smells like burning tar but only for few seconds.. its not from under the bonnet.
no oil leaks cars done 3000 klms thought it might be a leak of engine coolant slow drip somewhere..only have the aircon on cold as i live in Australia

I'd say fluid leak, though don't rule out mildew buildup.
Your best bet is to be assertive towards the dealership to fix it, otherwise sell it to me as a write off.
What colour is it?

If it were my car...

I'd first remove the cabin air filter, see if there's anything caught within the filter. Try running the hvac with that filter removed.

Next I'd remove the blower motor, check for foreign material lodged within it's squirrel cage. Also check housing above blower motor for same with motor out.

I'd do nothing, it's a 2016 model meaning he has it under warranty still.
Don't void your warranty.

How exactly do you think he's going to void his warranty?

Is it a manual transmission? Check the cam plate, backside of the engine on the passenger side. They're known for leaking oil directly onto the exhaust and the burning oil smells exactly like burning tar.
