In that article, are they saying that most auto manufactures started this policing / monitoring in 2015....maybe 2015 model year?

On the 17's at least it says it right there on the head unit when starting it up that they record data on the car. In the manual it even says it too.

Car telemetry is starting to be extracted by law enforcement after an accident and charge people based on it so yes, it'll know if you turned traction control off, if the brake or accelerator was being pushed at the time and how much, the steering angle and so on...

So does that mean they can track it if it's ever stolen as long as the battery is hooked up?

These cars do not have Starlink in them, so no, there is no tracking available.

This is kinda what I'm getting at.

If the data is local to your vehicle, it seems legally murky who owns it (like if the cops wanted to look at it after a crash).

If the data is phoning home over an OTA connection (like a Tesla), I imagine you would have to sign a Terms of Service giving them consent to do it.
