I had this same problem and found the problem was with the OBD plug and the cable. The simple solution for me was to get an extension cable and all was good again.

I had to do the same thing, bend the pins ever so slightly it tightened it up and I was good to go.

It should go green whether plugged into a car or not. If not, try a different USB port, or run update to make sure the cable is up to date (the firmware occasionally requires updates). You may need to uninstall/reinstall. Also depowering the cable for a few minutes and trying again can help. You can also try a different PC (even if it is a desktop you have no intention of using for flashing) and see if it will work on that one. I've had old laptops with weak USB ports not be able to power it adequately.
