Are there not penalties for changing the bank that provides the loan and/or refinancing? Surely there are, I've never done this so I don't know for sure.

I refinanced with PenFed. There were no sign up costs, penalties, or whatever. I did have to join a club (to be eligible for PenFed) and fund a savings account with $5. So yeah, in the end it cost me about $20 but well worth it - I'm now financing 60 months at 1.49% ...can't complain about that.

Better yet, I complained to the finance manage that they were ripping me off on the interest rate (I was quoted somewhere in the 4s with them and my credit is superb). Before I went to see the manager I went to my bank and got a pre-approval letter for somewhere below 2%. Turns out, they wound up taking the difference in interest payments off the price of the car so they could "do the deal today." So, in the end, I actually did pay well below MSRP since I wound up refinancing.
