Or theres not enough upgrades compared to the previous tS cars in Japan to warrant it. US most likely used the tS badge to avoid calling it an "STI" and getting its ass kicked by fanboys who think STI only equals turbo.

Yes, some upgrades didn't make it to this model (e.g. Recaro seats). I was reading a review and they were saying that they tried to keep the price difference as small as possible. It will cost 200,000 JPY more comparing to the GT (high spec) version. One of the purposes of this car is to provide a reason older owners to upgrade to the latest model.

One more change is that the chassis has been dialed-in to use the 18" wheels and the new PS4 tires. For example, the mounting part of the rear suspension is increased in thickness.

Philosophy when talking about the past forester tS:

And that’s why we’ve created the tS, a whole new brand inside the company that bridges the gap between the performance-oriented S versions (like the S201 through S204) and the base models.” He says that tS stands for “tuned by STI,” but when we queried one of his underlings during the Legacy tS drive, a more colorful story emerged. “Inside the evaluation department,” said our anonymous engineer, “we interpret tS as Tatsumi’s Spirit, or more realistically, Tatsumi’s Setup.” That makes sense because Tatsumi is a legend at Subaru, having risen to the position of Nürburgring Meister after 20 years testing Subarus at the famed German track.”

These cars go through a lot of testing during development. That’s why in many ways a lot of people associated with the project consider the 2013 tS to be the most appropriate one to wear the badge as it underwent quite a lot of testing at the Nurburgring before the product was finalized. The 2015 carried over what was developed to the update. And since then no additional work has been done.

Strangely, I don't think the tS cars are very focused for the Nürburgring. They've been tested their, but for sure not to post a competitive time. They tested lately a '17 86 model with a full HKS exhaust (incl. catless manifold), tune for 102 RON, JRZ coilovers, massive rear carbon wing, Michelin Pilot Sport Cup 2 tires (!) . The car was tested by a track instructor on a completely empty track and it could achieve a time of 8:25. Not a very competitive time if you consider that some fast FWD production cars have a time of less than 8 minutes. Don't forget that the specific 86 would smoke a tS car every day.

Pretty good time for the power level imo. That's only a few ticks behind a stock E46 M3.

I'm not sure how comparing the tS to that 86 is any way relevant. There's a huge difference between a built car for the purpose of tracking and a car designed to be sold from factory in which Subaru/STI must stand behind with their warranty. Also, there's more to that interview than what I just quoted. Just because a car is tested on the nurburgring doesn't mean its being tested to be some kind of a time attack vehicle. Its tested there to optimize to what Tatsumi feels the car should behave in terms of steering, ride quality, suspension tuning, etc.
