Yeah, they're not the easiest to remove. Why not just get the clear side markers and call it a day?
I'm curious, why on and off so many times?

Is it actually broken or did the clip just pop out of the housing it's in?

Well, I guess you can drill a hole on the plastic piece behind, and zip tie it.
You can actually remove the front bumper without taking the side markers off, if that's the case.
