I really doubt that they would come out and further define a model year by saying, well, it's legal if you have a 2013 that was built after date XXXX. It will either be legal for all 2013 models or none in my opinion.

Idk. If we're really trying to point out their legality via a loophole, I think it will come down to when the part actually could be had as a Port Option. If I were the one making an official ruling, that's how I would base it. I think it's a fair interpretation of the rules. Just like if there was a mid-year refresh with new parts. Those parts were not available on a car with say a MFD of 02/13, but they were on every car 06/13+.

In my opinion, it's fair to say that the parts are only legal on MY13 FR-Ss with a MFD after the parts availability in 07/13.

Correct. If it was legal for part of the model year, it's legal for the whole model year.

The part numbers existed long before the parts were actually available. The part numbers were referenced on this forum as early as February 2013 (possibly earlier, I did not do a thorough search). I believe there were supply chain issues with the parts themselves, but it was always Toyota's intention to supply them as port installed options for 2013 and their own internal documentation (which I have) bears this out.

The SEB will be hearing from me if they rule poorly for 2013. If you have a 2013 don't go selling your springs just yet - nobody's lost a protest yet.

Plus, you might need them next year to compete with the S2000 and RS 1.0

Yes, if/when that becomes necessary. Because they're internal to Toyota I don't want to just throw them out on the internet for all to see.

What brake pads is everyone running? I was thinking about trying out the new Hawk 5.0's.

The stock brakes are pretty good for autocross, but I feel they could use a little more bite.
