As someone that lives in California, I LOVE the placement. The placement is one of the major reasons I'm considering this kit.

That's correct! I also am guessing with a little bit of work one could even pass the visual on the emissions test without going back to stock. Short of carb certified, that's an enormous plus.

Not always...

my experience has always been they pop the hood, take a glance, and throw it on the dyno. They just want you in and out. I've never had a guy actually crawl under the car.
