If that were the case the water velocity wouldn't increase. Some hoses may behave this way, but for the purpose of my thought experiment the area reduced.
The reason this actually happens is that when doing this you're increasing the pressure behind the nozzle and as the water passes through the nozzle this pressure potential energy is being converted to kinetic energy.
