Colorado checking in here, it's usually just an add-on item if you get pulled over for something else. Also the meter maids downtown will absolutely cite you for it, I got hit twice.
My solution to keep it clean was to roll my plate using a piece of wood and ziptie in place on the driver side. Has a nice euro look going for it now. You can see it in this picture, I can't find one from straight in front.
