I didn't think any RB engine in a skyline was ever tested to US emissions standards so 0% chance of street legality in California except for a handful that got through years ago and are grandfathered in.
Show and display needs to be approved in a per model basis, only special editions of the R34 have been allowed and the R32 Nismo. A regular GTR is currently not approved. I'm not sure how show and display plays with California regs, probably easier to just register out of state at which point might as well skip show and display.
And for the cost... Man you can buy a really nice car for that money, or several cars that are what the skyline is valued at everywhere else.
