probably cuz the FRS is more or less identical to the premium and its a tiny bit cheaper so it sort of cannibalizes the premium BRZ. So it pretty much comes to
Low cost = FRS
High spec = BRZ
Basically the only reason to get a premium BRZ is if you hated the Scion brand and didn't want to pay for the Limited.
