Looks like a tons of small scratches to me, I don't see how it could be oxidized unless she was going at it with chemicals.

IntotheOcean: I'd first get some half decent wax/polish. Even meguires or turtlewax and just go at the scratches for a little with just a soft rag and your finger. See if you can get a result you can live with.
In a year or so, or if you decide to get your paint corrected with the application of cquartz or opti, deal with the remainder at that time with a professional and a buffer. He'll cut the clear a bit to remove all scratches.

, darker colours, and IMO red specifically show even the most minor damage.
On the plus side, this area will be in shadow most of the time and you won't be able to see anything. Well, YOU might, since you know it's there.
